Housing & Safety Net Services

Program Size: 12,000 Households

Services: Referrals, housing & energy assistance, short term case management

Impact: 92% of homeless families gain permanent housing

Each month, individuals and families come to Impact Northwest seeking assistance with their utility bills and rent, as well as cash assistance for items they need but cannot afford such as work clothes, specialized tools and food. In addition to these emergency services, Impact Northwest offers short term case management and bi-lingual information services. The goal is to provide basic needs, while offering linkages to programs and services that are designed to support independence and economic self-sufficiency.

Clients who receive these services often become participants in Impact’s longer term programs such as PCDS, SUN and youth development. Families looking to move away from homelessness participate in the Homeless Families program. Impact Northwest operates Richmond Place, a drug and alcohol free transitional housing facil­ity in SE Portland where families receive on-site family support, employment training, parenting and other skill-building services. Additional families are transitioned out of homeless through scattered site housing – permanent housing units where rent subsidies are gradu­ally reduced as families become self-sufficient. Our Employment Specialists assist adults to gain the skills needed to obtain full time, livable wage employment.

Through our Energy Assistance program, nearly 6,000 households a year receive cash assistance for electric, gas, oil, water and sewer utility bills. Impact Northwest staff work with families to provide access to other services that support their independence and economic self-sufficiency. Information and Referral is provided in multiple languages, linking families to social services throughout the commu­nity.

Families who are homeless receive critical support through our Emer­gency Housing Assistance program. Through vouchers for short-term motel stays, placement in local shelters and direct rent assistance, Impact Northwest helps families while they work to move out of home­lessness. Some families also receive Short Term Intervention Services. Our staff works with families to develop a support plan, which identifies goals and strategies designed to help them succeed in all facets of life.
